I'm just into "wet" (not at all into mud myself, but do enjoy when other's do the mud) and in the Vancouver area. The PNE area has some nice secluded areas one can get wet - I think it's called "Momji Gardens"?. Also Renfrew Ravine at least used to have a trail-head at Nootka and 22nd Ave that took you down to a 30 cm deep creek. I haven't done either of these in ages, though.

There is a park in New Westminster called "Friendship Gardens" that has some stepping stones over the ponds that you can "fall" off of accidentally, ha ha.

I'm sure there are others, but I'm not aware of them.

The Vancouver Waterfight happened at Stanley Park this year. I got lots of pics, but sadly couldn't "participate". I will try next year.
